[FQP] LoTW & Rovers

I have been a rover for several years, including a multi multi but until 
this year never with my call.  If someone wants a QSL I'll send 'em one 
via snail mail.  I actively use LoTW and have not had technical issues 
(except for start up!!) in the last 4 years.  I love it. Not only for 
QSL's but for the record keeping.   BUT NOT FOR ROVERS.  Beside, 
wouldn't you have to get a certificate for each county?
