As per the FCG rules:

"Florida mobile operations must submit separate logs for each county 
activated"

If you activate 40 counties, you need to submit 40 logs!  Actually, it's 
easier to do this ... otherwise, a poor "volunteer" has to cut and paste 
your 1 big log into 40 small ones.
