[ARDF] GPS considerations

Charles' pdf does not show up in the list. The reference for his White
Paper links to Apple Books & couldn't find a way to read it.

I disagree that IARU ARDF rules permit GPS to be used for navigation
purposes. The IARU Working Party discussed various issues regarding
technology & cheating at the Region 1 champs in Rogla 2 months ago.
