Chris:
I agree with your comment about putting chokes on the 12 volt line.  
However, type 31 is not the best material in this case.  I actually use 
the chokes advertised on the N8XJK super booster web site for the 12 
volt application.  Made a huge difference in getting rid of noise coming 
in on the dc line.
