[FQP] [FCG] Solutions Looking for Problems

I agree with John/EEB on this one.  Keep the FQP as it currently is. 

Each State QSO Party has its unique features, and ours is the 40-10m format.  It's certainly possible to modify the format of which bands to include as we pass through the 11-year solar cycles, but this would invite possible adjustments to the "band" rules every few years.  My vote is to NOT adopt this method, but rather to keep the rules as they are year after year.

There are "unintended consequences" to changing contest rules which must be taken into consideration.  They are: need to revise and publish the rules; possible revisions to the awards; updating the FQP web site; revising the log checking procedures; inconsistencies in score records over the years, etc.  

Consequently, proposed changes to ANY contest rule must be taken with very careful consideration.

Our challenge as participants in the FQP each year is to find inventive ways of adapting to the effects of the changing solar condx on 40, 20, 15 & 10.
