[FQP] Certificate Updates

The newest version of the 2016 certificates are online, all but the mobiles
which I should have up later this afternoon.

 

We added power designations late last night, in the process it altered the
standings so I creating new certificates. Some of you will see a better
placement as a result. I also split Florida stations out of the US file to
make it easier on everyone.
