Hi Robert --

I use CQ/X which has a separate dialog for running stations from a county
line or multiple (up to four) county intersection. The QSO for each county
is logged on a separate line of the log at the moment of making the QSO and
the user has the option of sending the exchange as separate QSOs or can
send the multiple counties in a single exchange -- in many cases the rules
of the party specify which method is to be used. For example in the Texas
QSO Party each county must have a separate exchange from both stations and
I think in CA QP the counties can be sent in a single exchange.

On the receiving end of one of these county line QSOs the user can set up a
function key that will allow him to just type all of the counties involved
in the QSO entry window and the program will write a separate line to the
log for each county.
