[FQP] APRS

I was asked at the most recent FCG club meeting about the use of APRS in a 
mobile during the FQP.  This individual does not plan to announce his freq, 
otherwise I would consider this to be self-spotting.  I know very little about 
APRS and whether beaconing your location as a mobile provides any advantage on 
either end.
