[FQP][FCG] FQP Counties On The Air and FQP 2003 Log checking

I've just added the "Counties On The Air" page to the FQP Web site. 
Florida stations who will be active, can have operating plans added to 
the page by filling out a simple form.

We had hoped to have this page "automated", but it doesn't look like 
we'll be able to get this done, so information will have to be added 
manually.

2003 FQP logs are currently being checked.
