[Cwo] Public Logs and LCRs

I'm back ...

I don't object to public logs and/or LCRs.  As Matt noted, very few people
ever ask for their LCR which is a shame since it provides good feedback to
them.  I suspect making it all public won't change that behavior. I think I
got 5 such requests last year.
