[Cwo] CW Open log submission

Bruce,

We are about three hours away from the start of CW Open and there is concern that the log submission page is not working. It may be that it is too soon to try it. In any case, we expect an influx of submitted logs soon after 0400Z, so we are relying on that submission page. Thanks for all your help.
