Here's an idea that has been brewing in my head for a while. I would like to
have Atsu, JE1TRV; a member in western EU (EA8AY?),  a member in eastern EU
(?), and a member in Brazil to be CW Open ambassadors. I would write an
invitation to participate and ask each ambassador to translate it into
Japanese, Spanish, Portugese, and Russian(?). These would be sent to lists
for those countries where each language is the first language. All others
would receive an English invitation.

But, before doing all this, I'd like to work with Atsu to solicit some
comments from the JAs. Here's what I'm thinking of having him translate so I
can send it to the JA list (just a draft; not final copy)

To our JA colleagues:

We want to thank those of you who participated in the recent CW Open
sessions. Last year, CW Open coincided with the Keyman event and the RU
event, so we had a small turnout of JA and EU CW operators. This year, we
chose a weekend where we would not coincide with any other CW event. And,
the turnout of EU operators increased a lot. However, we were saddened that
not many JA CW men participated, again, this year. We were hoping for a lot
of JA participation.

We wondered if many JA operators believed that they could only work NA
operators in order to score points or multipliers. That is not the case. A
JA operator who operated on one band and worked only other JAs would have
gotten points and multipliers for each exchange. For example, if JE1TRV
worked 100 different JA operators during session 1 on 40 meters, he would
have gotten 100 points x 100 multipliers, or 10,000 points.

The CW Open is meant to be both regional AND international. It is purposely
scored so that someone operating QRP or 100 watts with a single-band antenna
would be able to achieve a respectable score in at least one session. We
were hoping to see many logs from many JA stations who worked many other JA
stations as well as stations in other regions.

Each of you was invited to participate in CW Open. In order for us to make
the contest as interesting for JA operators as we can, we ask you to please
email Atsu, JE1TRV, at __________ to tell him why you decided not to
participate. If there is something we can do, next year, that would make CW
Open more interesting for you, please let us know.

PS: I would really like everything we do, going forward, to have a real
global feel. The managers of CWT, for example, could be a person from each
region acting as ambassadors. With Atsu in JA and Raoul in S.Africa
considering starting Level 1 CWA programs in their countries, we have a
chance to make CWA an international effort, too.

I think when we have 25 or more people from a particular country on our
roster, we should consider having an ambassador from that country and an
invitation in its native language to CW Open and CWT.

list of all those I emailed and can compare it to the list of those who
participated from JA. I could compile a small list of those who were emailed
and did not participate, and then we can find out if there was some common
denominator.

Perhaps Atus can suggest wording for the rules to clarify that for the JA's?

I got a note from Atsu, JE1TRV with an interesting thought.
It may be that the JA contesters think that they only get points if they
work NA .. so why bother?
Not sure how that could be misconstrued, but it's one possible explanation
for the lack of activity.
He didn't point to anything specific ..
