[Cwo] log upload facility obtained

Not having much luck acquiring the CQP code, I contacted Bruce Horn, WA7BNM.  He is rewriting the NAQP upload facility (which allows a contester to search his log for the cabrillo file) and expects to have it done by the end of July.

He will then put in (much like he supports other contests on the 3830 site) a link to allow CWO files to be uploaded onto his server and give us access to the files for log checking.  We'll link to his module from our site.

I think we are OK now on this next step in the CWO.

Log checking is next, but that's beyond anything I have experience with.
