      As was pointed out, it is specified in the Region 1 rules, though
      the exact implementation varies from one event to the next.

      The main purposes are to test equipment to make sure it survived
      the stresses of travel, and to see how it operates with the
      equipment that is going to be used for the event.  Generally
      it should be possible to get at least 1km from the transmitter,
      even if that is not in the nominal practice area.


      The problem with being given the wrong frequencies will be
      brought up again.  It generally isn't a problem for those
      with analog tuning, though I did have someone say that they
      had adjusted their tuning range so it covered both the beacon
      and the transmitter, and the actual spread was a bit wider
      than what he had been told.  I suppose, as a member of the
      jury, I should have insisted that the course be run using 
      the frequencies that had been publicized in advance, but in
      this case it seems that everyone got the corrections in time.
