VASCM: Systemic Fungicide

Hi there,
I have a 120 vine Chardonnay vineyard that is entering its 6th season. In
past years I've had an issue with powdery mildew and black mold. Last year
I sprayed with wettable sulphur, which was moderately successful. I've been
told that spraying with a systemic Fungicide would be much more effective.
Which spray should I use? Can I obtain it without having an agricultural
license?
