VASCM: Help in Identifying This Pest

Hi VASCM,
We have a pest in our vineyard that showed up in a few spots last year and has expanded to include about half the vineyard this year. It is about the size and appearance of a fruit fly. Before becoming adults and growing wings, they inhabit the ground under dead vegetation in populations that appear like large and very energetic ant colonies. They amass on some green weeds and vine suckers that emerge from the ground. They leave a shiny resin on the suckers, which turn a bronze and whither. In some cases they get into the canopy of stressed vines where do do similar damage. Photo of adult fly:

Is anyone familiar with this pest and know treatment, in the event the infestation grows worse?
