VASCM: Spraying and Shatter

Hi folks,

We are only in our second season where we are concerned about fruit (5 year old vines) and I was wondering what the general consensus is regarding spraying during bloom. If wind and rain can hinder fruit set and cause shatter, why wouldn’t  spraying do the same? I am due for a powdery mildew spray now but the vineyard is in the middle of bloom.
