Karen Ross, Secretary of Agriculture has extended the voting deadline to June 10, and duplicate ballots have been mailed to all eligible voters who have not yet voted.
Please vote and hopefully to extend the program.

·         If you received more than one ballot, it was not a mistake, you have two or more entities eligible to vote.

·         If you are not sure if you have voted, call CDFA at (916) 900-5018.
If the referendum doesn’t receive the requisite 40% participation and pass, it is likely that USDA will discontinue their funding to contain PD and it will resurge within 10 years.

PD/GWSS Referendum Alert - Votes Coming Up Short!

The PD/GWSS referendum needs your vote, now. At this week's PD/GWSS Board meeting, it was reported that only 25 percent of ballots have been returned. The law requires that the California Department of Food and Agriculture (CDFA) receive a minimum of 40 percent of all ballots in order to count the votes for extending the program until 2021. At least another 1,000 ballots are needed by May 11.



"The failure to renew this program would squander the tremendous gains we have made in preventing the spread of Pierce's disease and jeopardize the next generation of grapevines and the tools we need to battle the disease," said John Aguirre, CAWG president, in a press release.



CDFA mailed over 7,000 ballots on April 10 to every grower (whether individuals or companies) who paid the assessment on grapes crushed in 2014. Therefore, many growers may have received more than one ballot. They are not duplicates. Growers who did not receive a ballot can contact (916) 900-5018.



It is also possible that some ballots may have gone to management companies on behalf of owners. Owners who have employed management companies should check with those companies to ensure the ballots are voted.

Revised Heat Illness Prevention Regs Effective May 1

Changes  to  the  heat  illness  prevention  standard, approved  by  the  Cal/OSHA  Standards  Board  this year, become effective May 1. It's important that growers are aware of new requirements for outdoor workers, including provisions relating to water, shade, supervisor and employee training needs, and high-heat responses.



"The key thing will be for employers to understand the differences between the current and revised reg," said Bryan Little, CEO of Farm Employers Labor Service. "It's particularly important to know that water and shade must be located as close as practicable to where employees are working, and that shade must be provided at 80 degrees, and above, rather than the old 85 degree trigger."

Petition Approved Allowing South of Delta Water Transfers

The State Water Resources Control Board's Deputy Director for Water Rights this week approved a request from the state's two major water projects - the State Water Project and the Central Valley Project - to allow more efficient transfers of water south of the Delta to address critical supply needs.



The Department of Water Resources, which operates the State Water Project, and the U.S. Bureau of Reclamation, which operates the Central Valley Project, filed a joint petition involving 20 water rights, to transfer up to 335,560 acre-feet of water through multiple exchanges. The water transfers would move water already located south of the Delta - in surface storage or as banked groundwater - between agencies and districts that are experiencing critical water supply restrictions.



Agencies and districts that will benefit from the water transfers and exchanges span the state and include Santa Clara Valley Water District, the Metropolitan Water District of Southern California, Arvin-Edison Water Storage District, Kern County Water Agency, Westlands Water District, Kern Tulare Water District, the Department of Veterans Affairs, Musco Olive Products Inc., Oak Flat Water District and Del Puerto Water District.



A State Water Board press release states, "The transfer provides water at times when it would not otherwise be available to save crops and provides the opportunity to better manage groundwater banks to leave more water in those facilities."



The transfer opportunity will be in effect from May 1 of this year to April 30 of 2016.



Water Curtailments Hit Central Valley

Most of the water rights targeted are agricultural users.



Water right holders, under a curtailment notice, can still access water previously stored for them in reservoirs. If that's not available, they will have to find another source of water, such as groundwater or purchased water, or stop using water. Violations of curtailment notices are subject to fines up to $1,000 per day and $2,500 per acre-foot of water, cease and desist orders or prosecution in court.



This marks the second consecutive year that water-right holders on the San Joaquin River watershed, California's second largest, have been curtailed.



 Delta Habitat Restoration Fix Accelerated

Gov. Jerry Brown today joined top federal officials to unveil plans that accelerate restoration of the Delta's ecosystem and fix the state's aging water infrastructure. Using Proposition 1 funds over the next five years, the plan will target more than 30,000 acres of Delta habitat for restoration and protection.



"Fish populations are at an all-time low. Bold action is imperative. We've listened to the public and carefully studied the science. This revised plan is the absolute best path forward," said Gov. Brown in a statement posted on his website.



The Delta Conservancy will lead the implementation of identified restoration projects, in collaboration with local governments and with a priority on using public lands in the Delta.

All Stakeholders Encouraged to Provide Drought Comments

The California State Board of Food and Agriculture has scheduled a drought forum on Tuesday, May 5th at the Fresno County Fairgrounds. Farmers, ranchers and other stakeholders are encouraged to attend and provide comments.



The meeting will open with updates from Director Mark Ghilarducci, Governor's Office of Emergency Services, and Bill Croyle, drought coordinator for the California Department of Water Resources, on drought response and current statewide water operations.


The meeting will be held from 10:00 a.m. to 1:00 p.m. in the Industry Commerce Building at the Big Fresno Fair, 1121 S. Chance Avenue, Fresno.



The Numbers Tell This Success Story

Efforts to eradicate the European Grapevine Moth (EGVM) in California have been extremely successful. The numbers tell the whole story - 100,000 EGVM were trapped in 2010 to just one in 2014. According to the Animal and Plant Health Inspection Service (APHIS), the work isn't complete until full eradication of the pest in California has been accomplished. One of APHIS' top goals is complete EGVM eradication in the next two to three years.

According to data released this week by QS World University Rankings, the University of California, Davis, ranks No. 1 in the world for teaching and research in agriculture. The UC campus is also number one in forestry and veterinary sciences. This is the third consecutive year that UC Davis has been ranked first in agriculture and forestry by QS.



The UC Davis College of Agricultural and Environmental Sciences was founded in 1905 as the University of California's University Farm. Today, it has more than 6,200 undergraduate students in 27 majors and more than 1,000 graduate students in 45 graduate groups and programs.



The QS World University Rankings this year evaluated 3,467 universities and ranked 971 institutions.

Rep. Thompson Breaks With Wine Industry On Trade Vote

North Coast Rep. Mike Thompson voted Thursday against giving President Barack Obama "fast-track" trade authority in negotiations with nations in the Pacific Rim and Europe. Thompson, D-St. Helena, was among 13 Democrats in the House Ways and Means Committee who voted against the legislation, which is similar to that passed earlier by the Senate Finance Committee. Looking for a way to use those empty wine and/or champagne bottles? How about turning them into a house. That's just what a 52-year-old Russian man did with 12,000 bottles of champagne. A solution (not defined in the news story) is poured between the bottles to hold them in place and to provide warmth to the house. From the outside, you can see the bottoms - they give the walls a unique green texture and finish. From the inside, though, it pretty much looks like a regular house - you can't tell that the walls are made of bottles. The Russian builder collected over 12,000 empty champagne bottles over the course of three years. Some he purchased at a ruble a piece, and others were donated by nearby restaurants. Interestingly, the house cost five times less than it would to build a cottage with regular materials.
