VASCM: Vine Leaf Problem - Help

Dear Members, I have a problem with my vines and need alittle help.
A little history, Prepared the site by growing clover then tilled, growing Mustard then tilled, got soil sample..tilled in compost, calcium, ash,etc..etc.. That was 4 years ago. I haven't harvested any grapes. I really haven't sprayed due to not harvesting grapes. But this year I am on a schedule. I have tried to fertilize by placing the tea bag packets under the vines...But I have a dog that eats those.....tried twice...vet bill was high...dead dog walking now.
Anyway.......
The issues I have are the following:
1. Some vines have shoots that are VERY Stunted and look bushy
2. Some Vines have growth but shoots are thick and stumpy.
3. Discoloration of leaves
I had a problem last year and took pestles to Perry Lab..got results and did what they suggested. I didn't get any better results this year. I haven't sprayed any roundup, I don't have a gopher problem, I have watered 1 time this year.
I'm on Duty at the Firehouse for the next 48 hrs. so I can't reference Perry Lab results...
