I'm aware of 2 options, though I'm guessing there are many more:
For weatherproof labeling in the under $200 range, these Dymo embossers
work reasonably well. You can purchase either aluminum or stainless label
tape which is mostly unaffected by the elements.

The laser metal label machines are quite a bit more ($2k on up) but allow
to you to etch a variety of graphics, if that's what you are looking for.
