VASCM: Winegrapes in Sta Cruz Co. Must be Inspected for Apple Moth by the USDA Prior to Harvest

We have been informed by the Santa Cruz County Agricultural Commissioner 
that all vineyards in Santa Cruz County must be inspected by the USDA 
and certified free from the Light Brown Apple Moth within 30 days of 
harvest.  This applies to all vineyards in the county transporting fruit 
off the property - even if it goes to a winery within the county.  In 
addition, all production sites (wineries) are required to sign a 
compliance agreement and "deny any grapes to be accepted at the site 
unless those grapes were inspected prior to harvest.".

As you probably know by now, Santa Cruz County is under a federal 
quarantine for the Light Brown Apple Moth (LBAM).  The USDA has 
undertaken this measure to help prevent the spread of this pest, which I 
think we can all appreciate.  This applies to all agricultural crops, 
not just winegrapes; and is being enacted in Monterey County as well.  

A number of local vineyards have already been inspected and certified. 
 The USDA has promised to respond quickly and turn around the 
certification within a couple of days so as not to delay harvest.  They 
are trying to be as helpful as possible.  

There is apparently an 'exempt' area on the County line near Summit Rd. 
that does not require inspections, but this area has not been clearly 
defined to us so it would be a good idea to call for more information.

All growers and wineries should contact the USDA at 831-761-7474 to 
arrange for the inspection and compliance agreement.
