[FQP] [FCG] FQP call sign issue.

If you are  fixed station calling FQP DE XXXX, anyone listening knows you are in Florida doing the QSO party. When you work another FL station yo give 599 County  name.  See no reason for a /4 anytime., except operating mobile then you give  call /county name.
