Indeed -- the counterpoise was a rat's nest of radials.

Pat tried other things, too, such as an inverted vee for 20M on that trailer!  I think he was even going to try phased verticals.

Pat W5WMU (now SK) used to pull a flat bed trailer in the FQP behind his
truck with a vertical mounted in the middle of the trailer bed. He installed
a "counterpoise" in the floor of the trailer.
