[FQP] FQP tools

The maps for the mobile routes are now ready based on the info that was on
the FQP site 4/16/2013. I'll continue to review the info to pick any
additional mobiles. If you make changes or add routes or notice any errors
in the maps it would be helpful if you would drop me an email alerting me
to that effect. The last update will probably be Thursday 4/25 since I will
be headed to the panhandle the next day.

All that remains is for the link on the FQP Counties on the Air page to be
changed to

http://www.no5w.com/FQP2013_AnnouncedPlans.html
