[FQP] 823 logs rx in 2008!!

Another new record set for log submissions in 2008!!  Thanks to everyone for 
being a part of the FQP.

Remember that the ARRL has deemed 2009 "The Year of the State QSO Party", so 
we can expect even bigger things in about 4 months!!
