[FQP] FQP Mobile Category Rules

The Ohio QSO Party has separate mobile and rover categories:

Its intention was to address this exact type of situation - that is, to
distinguish between mobiles that are "capable of motion" at all times (no
dipoles in trees, etc.) versus guys that mobile, yet stop here and there to
set up dipoles, masts, radials, etc.
