There is only voluntary "enforcement" of the mobile window.  Nobody has ever 
been assessed a score penalty or disqualification.  
Certainly, we can't expect that everyone gets the word, but between these 
reflectors, the CQ-Contest reflector, our web site and targeted e-mails to all 
competitors in the last few years, we'll catch the vast majority.
