Some of the reasons include:

1)  Not enough night time to make 80/75 or 160 productive.
2)  Want to discourage local, in-state QSOs at the expense of working 
other states and DX.
3)  Poor activity year one when we did have it.
4)  Tough for mobiles to implement.

I'm sure there were/are others ... but these come to mind.
