[Cwo] CWT frequencies

Based on comments today from non-Extra-class WN4APF, I am about to change
"Suggested frequencies are from 018 to 028 kHz up from band edges, plus or
minus as activity dictates" to "... 028 to 038 ..."

028 to 038 seem to correspond more to what we actually do during CWTs and
will also help non-Extras to not feel excluded.

Any objections?
