[Cwo] CWO software

QSL, but I find that a bit odd.
If ARRL thinks they have an exclusive with Icom to provide awards, then it
seems Icom doesn't know about it.

I already extended CWO acceptance of the offer for this year .. last week.
Ray is moving ahead and looking at specific award items (on his own).
