[ARDF] Open Letter & Petition: Region 2 Rules Request

Dear Dale Hunt,

Thank you for your acknowledgement of my open letter calling for the IARU
Region 2 ARDF Working Group to establish IARU Region 2 ARDF rules before
the close of 2017. I hope that the text of the open letter is sufficiently
clear to stand on its own, but the concerns you express make me think that
perhaps the letter is being misunderstood.

Your suggestion that "a good place to start would be a discussion of what
characteristics of ARDF and associated skills make it unique and
interesting to all of us as a sport" I think misses the point. As a region,
I think we will find a diversity of opinion regarding what makes ARDF
unique and interesting. Although that might be an interesting conversation
to have, it would not address our region's inability to adapt and innovate,
and grow the sport in the Americas.

The open letter does call for a change to the rules regarding the use of
portable smart devices in competitions. That change, which I consider to be
small in comparison to Region 1's allowance for GPS devices, was chosen
because it would *not* affect any of the characteristics of ARDF and
associated skills that make it unique and interesting. In fact, it should
have no material effect on the sport other than to open the way for
technical innovation, better equipment, and net lower cost of entry into
the sport for many in our region.

Would a rules change allowing suitable apps to be used in competition
remove all the obstacles to the growth of ARDF in Region 2? Certainly not!
But perhaps it is one small puzzle piece that will help make the sport more
affordable and approachable for many in our region. But most importantly,
the establishment of region-specific rules will give Region 2 an essential
tool that it needs in order to adapt and innovate and eventually broaden
the appeal of the sport in the Americas.

Let's have that discussion of what characteristics of ARDF are important to
each of us. But let us have it *after* our region has the ability to
innovate and enhance the sport for our citizens: the time has come for the
IARU Region 2 ARDF Working Group to establish our own IARU Region 2 ARDF
rules.
